I 595 Express LLC and the Florida Department of Transportation hosted the Groundbreaking Event for I 595 Express Corridor Improvements Project on Friday February 26, 2010. A ceremony attended by the Governor of Florida, the secretary of the state's Department of Infrastructures and Transportation, the Administrator of the Federal Highway agency and other authorities.

The 35-year concession, worth US$1,700 million, was awarded to ACS Infrastructure Development Inc., Iridium's North American concessions subsidiary, on October 24, 2008, and the concession contract and financial contracts were signed on March 3, 2009. It is the first payment for availability deal in the United States, as well as the first public-private partnership in Florida.

The I-595 Express project, developed by Florida's Department of Transportation, involves the improvement of a 10.5-mile Florida section which is one of the main infrastructure arteries in South Florida, connecting Fort Lauderdale and Miami with the west coast of the state. It consists of reconstruction and resurfacing of the main axis of the I-595 interstate highway, the addition of extra lanes and improvements related with service roads and exits and a new system of reversible fast lanes in the centre of the I-595.
